Quarantine Regulations

Information
It is the duty of the pilot to inform the Master about the Quarantine Regulations, when boarding an inward bound ship. Ships proceeding to Amsterdam or Zaanstad will be examined by the doctor stationed at Amsterdam. This medical authority decides whether the ship will be allowed to proceed to its destination or has to go to Amsterdam for quarantine.
Uninfected vessels, coming from a plague infected country or port carrying a valid Derattization Certificate or a Derattization Exemption Certificate are exempted from a sanitary examination, in this case the Master hands this official certificate to the pilot and is prepared to comply with the regulations of the Dutch Minister of Public Health. Vessels subject to medical inspection are to display the following signal:
By day: The International Code Signal Z.U. and number of questions mentioned in the Maritime Health Declaration
By night: By light signalling. - Will soon be cancelled, except the morse-signalling and/or VHF.

Yellow Fever
Cholera
Plague

According to the Dutch Law infectious diseases are moreover:
Anthrax
Bacillary Dysentery
Diphtheria
Encephalitis lethargica
Food poisoning
Lassafever and other African Hemorrhagic viral fevers
Leprosy
Leptospirosis
Lyssa
Malaria
Measles
Meningitis
Ornithosis (including Psittacosis)
Parotitis epidemica
Paratyphoid fever (Schottmuller and other salmonellae)
Pertussis
Poliomyelitis
Q-fever
Rabies
Recurrent fever
Rubella
Tetanus
Trichinosis
Tuberculosis
Tularaemia
Typhoid fever
Typhus exanthematicis
Undulant fever (Brucellosis)
Viral hepatitis


Regulations
Ships proceeding to Amsterdam or Zaandam
1. In case there is a patient suffering from any infectious disease on board of his ship, or a member of the crew or passengers have suffered or died in consequence of an infectious disease, the Master according to Law is obliged to inform the Burgomaster, by reporting the case to the Municipal Medical and Health Service of Amsterdam who if necessary assigns a berth to the ship, where it is to be kept out of any communication with shore or craft, until the Municipal Medical and Health Service declares in the name of the Burgomaster, that all necessary measures have been performed according to the Law.
2. In case an infectious disease is observed on board his ship, after berthing in this port, the Master or his representative is obliged to inform the Burgomaster, by reporting the case at the Municipal Medical and Health Service, phone +31 20-5555911. The Master is moreover obliged to hoist the Code Signal Z.U., in case of diseases named in the Quarantine Regulations.
3. He is liable to punishment who conveys or causes to be conveyed any person suffering from a contagious disease in any other way than by the means of conveyance or vessels reserved for that purpose by and attainable from the Municipal Medical and Health Service, 100 Nieuwe Achtergracht, telephone +31 20-5555911.
4. He is liable to punishment who transports or permits to transport, or makes a present of, or permits the use of articles which have been in contact with patients suffering from or persons died of infectious diseases, unless the said articles have been declared free by the foreside Municipal Service.
5. He is liable to punishment who causes danger or infection to other people by imprudence or negligence.
6.The Master or his representative is obliged to inform the Officials of the Sanitary Service and the Harbour Service of cases of illness amongst the crew and passengers or a high mortality amongst the rats on board of the ship and to furnish all information which may be desired concerning the sanitation of the ship.

According to Art. 53 of the International Health Regulations and Art. 199-2 sub a. of the General Police Regulations Amsterdam, whilst being moored at Amsterdam, adequate ratguards have to be fitted on all mooring lines and care must be taken that these ratguards are kept in place during the stay at Amsterdam.

For sanitary inspection and issue of Deratting Exemption Certificates for ships in the port of IJmuiden apply to the Dienst Reiniging, Amsterdamseweg, Velsen-Zuid, telephone +31 255-519000.
